Totally. It all depends on how you use them too. Stick them in your U19s team and they won't progress that well. Have them in your first team squad and give them minutes throughout the season and they'll reach a decent level in no time.This isn’t true though. Beyond that, most young players are going to have a different potential from save to save because they use a potential ability range rather than one set in stone.
I.E. -8 potential could be anywhere from 130 to 160 potential, which is basically the difference of either being a Championship player or a top half Premier League player.

Palmeiras are a gold mine. Keep trying to sign Estevao from them but he's not having it, little ****. I started this save unemployed and then got the job at Athletico Paranaense and won the league and Copa Libertadores. Decided to apply for 3rd division 1860 Munchen job for a laugh and Paranaense sacked me on the spot without warning. Reinvigorated to stay in Brazil, and driven by spite, I applied for the Corinthians job so I could beat Paranaense, and won everything with them.

Definitely stick to your guns and buy larger players. As many as you can.Ok so I bought it this year. I started unemployed as always and have ended up in the Japanese third division. I didn't even know they had a third division in Japan. My tactic is based entirely on having a centre forward who is six foot tall. I figured with everyone else in Japan being about four foot we could just kick it up to the big lad and it would be a superman is normal on krypton but superpowered on earth kind of trip. Decided to go the whole hog and so devised my "they don't like it up em" tactic. 442 and if they even think of taking a short corner they get immediately sold.
This of course worked brilliantly. At first anyway. We were unbeaten in our first twelve, only dropping points three times. And we reached the semis of the cup, beating two top flight teams including the reigning Asian champions.
I do however seem to have been "figured out". We have lost the last three games, conceding 16 goals.
Currently trying to decide whether to change formation to a more defensive one or to just buy larger players.
