I think it'll be goal difference that will cost someone. I don't see which groups will have 2 teams without a win.If you win 1 group match, then it pretty much means you qualify for the KOs.
Most groups have at least 1 very weak side that could lose all 3, meaning 3 teams on at least 3 points, particularly group B, C and E who will all have three teams through, that means 2 out of A, D and F will fail to qualify:
weak teams:
A - Turkey
B - Finland
C - North Macedonia
D - Scotland
E - Slovakia
F - Hungary
In group F, I think it will come down to the Germany vs Portugal game. A draw would see both probably through, a winner will see the other drop out with 3 points, unless they batter Hungary and they have only let in 6 goals in their last 10 competitive matches, so I don't see that.
I see Germany needing a 3-0 win against Hungary in their last game OR Portugal needing a win against France in their last game to go through.
