Jack, I agree with your sentiments but not your reasoning. Generally UX is important, for a track and trace app less so, although your battery running out after 4 hours is obviously a problem, this was not due to the centralised data collection.
The assertion that a guy in a shed couldn't do it is also not very accurate, for niche applications, you are often better going with a small specialist provider. That said, I can see no reason for vendor selection based on specialisation in the governments case.
The real issue is the app just doesn't work.
