They can make the timing work easily enough.
Changes I'd make would be a yellow card for any offence made not trying to play the ball. Pulling shirts, tripping players, deliberate handball (not the ridiculous handball decisions given by VAR when it strikes the hand), questioning the ref (aside from the captain), time wasting, kicking the ball away after the whistle, blocking a player from attempting to play the ball.
Most of the offences listed were introduced in the 70's, they're now happening throughout football, throughout the match.
Do that and there's no need for a blue card. We just need a less corrupt FA and media who back the referees.
