No idea what you are getting at, these in this list are experts that we employ, councils are very much legally obliged, we can't after all expect our businesses and residents to uphold the law and conduct their business correctly if we don't do so our self.
So we, like all councils employ people that know the rules and what they are doing to advise and carry out the policies of it's democratically elected executive.
It may be a surprise to you, but executive enjoy an allowance of just over £10k a year, we don't receive council pension either.
