Phillips is clearly in the process of attempting to clear the ball when Gordon hooks his foot around and puts it in the way of Philips's foot.

It’s a weird one, no attempt to win the ball by Gordon, he had no control over the ball either, he just stuck his leg in the way. For me it shouldn’t of been a penalty.
