The whole immigration debate pre Brexit was an entire fabrication. If you look at the last few years leading up to leaving the EU net migration was around 250k - 300k. Mostly non EU and about 80% foreign students, without whom the tertiary education sector would financially collapse.

Good question. It's not clear. I think it's UK leaving and EU arriving as it's net. So fewer EU arriving and more UK leaving.

The headline figure reported is normally "net" i.e. number immigrating minus number emigrating.

The data suggest net migration has started to decrease following its 2022 peak, with 1,180,000 people immigrating and 508,000 emigrating in the year ending June—with net migration at 672,000.
