GP's don't have the resources at the minute to issue an id for exemption.
How often would these exemptions last and how would you record the time frame? They would have to be fairly complex electronic ids that would update themselves over time.
Who pays for exemptions bear?

Currently there will be somewhere between 20 and 40% of people who can't show a passport on their phone, it's not an inconsiderable number.
