For me it would be every corporation would be expected to have hunter killer teams who attack scammers using their name in emails.
Also a separate light " web" ( you've guessed I'm a bit thick on the whole interwebbey thing) where only fully registered contributors can post.

Mandatory two factor authentication for anything web related, and everything needs to be easily linkable to an individual person.
 
Should have a happy hour on a Friday and Sat night, for every 100Mb I use in that hour I get 50p credit on my provider bill for next month. I would smash that easy , I would call that surge internet rebate, yes SIR :)
 
Firstly the destruction of the dark web
Every public page accessed has to have your verified photo stored on it along with your real name and reason for access stored.
The sale of explosives and potential weapons be banned from ever being advertised or bought, sold.
Minimum age of 18 for access
No pornsites or ability to make money from nudity such as only fans.
