Whether a player is in control of the ball has absolutely no bearing whatsoever on deciding if a foul has been committed. Even if the ball is at the other end of the pitch when a player is fouled, it's still a foul.I think the reasoning will be that Forss wasn't in control of the ball when he was wiped out which is why no pen.
