No, not at all. I said that there's a row going on about whether the study that the Mayoral Office sponsored Imperial College to produce is accurate, or not. Queen Mary College also produced a study which was at odds with the Imperial College study. Which is right? I have no idea. I'm not suggesting anything has been subverted. I'm just pointing out that it is, and will be impossible to work out the real effect of ULEZ into the future because so many other variables change, as well as air quality.
