Which was only included in books after Doctor No the film came out, in which Scottish actor Sean Connery played James Bond.

Bond's heritage was first mentioned in 1967, Dr No came was released in cinemas in 1962.
Fleming was doing interviews in 1962 and 1963 saying James Bond was a Scot. I think Ian Fleming's uncle was a model for Bond, he was a teuchter.

Conveniently he only first mentioned it in the 12th novel in the series, after he was portrayed by a Scottish actor.
 
Bond films are doing their bit. We've recently had a female M, a black/female Moneypenny, a gay Q, a Q who can walk funny, a black Felix, a black/female 007.

They've also empowered the female leads quite a bit: the Judi Dench M was such a strong character and with the agent in the field bit at the begining of Skyfall have corrected the misogyny of the original Moneypenny character.

Felix was a dependable, strong and always decent Black character too. I honestly think the current Bond films have done quite a bit of modernising.

They tried, but they didn't stick the landing very well.
She becomes a secretary because she shot Bond by mistake and decides she's not competent enough to be a field agent.
I'd argue it's possibly a worse look to have a black field agent decide they're so bad at their job that they'll become a secretary instead over having Moneypenny just being a secretary in the first place.
