If Verstappen gets a substantial penalty (not that I think he will) then it will be his own fault for breaking rules he must be aware of when he's so close to a title.
If Mercedes have messed about with the wing of Hamilton's car when the rules are clear then it's their fault that would effectively end Hamilton's title hopes.
There is no conspiracy, end your relentless drama.

10 second time penalty on a car that can make that up in 6-8 laps isn’t a punishment and remind us again who won that race…

In Zorros world yes. The sanctions should be weighted towards Hamilton because he hates him. If Max gets a penalty in any race then 1. Its unfair and 2. He should gave the same penalty as a Haas.
