In my head I would expect some spot testing on arrival- on the premise that you may get some indication of what may be coming into the country unchecked. I'm not sure what the logistics of this would be but I would imagine it would be in the best interest of the country.
I think the reality of quarantine hotels was another of showing to be doing something rather than implementing a system of use/ function.
Somebody said to me yesterday that only 1 in a hundred coming into country use the hotels. Is this correct.
