I haven’t checked the viewing figures, but I’d be fairly confident that match of the day is the most popular football TV show in Britain, hence why this is a story.People tune in to watch football. The BBC does have a celebrity/personality obsession

It’s been stated that it had guidelines. Guidelines are not enforceable. Andrew a Neil has rules which are enforceable and they chose not to enforce it. Thus this is a politically kotivated stance by the bbc execs. They’ll get rinsed in court if Lineker chooses to go that far.
