Can Ben Houchen's new Charter City save Middlesbrough?

Another great article from NE Bylines. I'm baffled by the amount of meaningless management speak:
“It has been proposed that the bus station could be ‘decentralised’ into a number of mobility hubs or ‘superstops’ that can support electric and potential hydrogen transport".
Can someone translate that for me please?
 
This is not any bus stop. This is a Ben Houchen bus stop. It's Tees Flex for the Net Zero era. Electric helicopter taxis powered by hydrogen and carbon capture will whisk you to your destination*

90% certain that they are proposing a zeppelin public transport system. I am fully behind this.
 
And how is that hydrogen stuff going? Any further news, or should I just watch the tumbleweed?
The simple rule with Ben Houchen's hydrogen and carbon capture guff is that ALL of the projects that he announces are ALWAYS five years into the future. When he re-announces the same project a year later, it's still five years away, like some kind of dystopian sci-fi plot. All of BP's Teesside schemes, for example, get further away every time they announce them:

 
Laugh, cry…or totally ignore. But don’t forget the result of the Brexit vote was only advisory.
Cameron given the very small percentage win could have said no.
Being advisory had another advantage. When later it was obtained through fraudulent activity, and was found so in the high court. The judge could not order the it void and force a second vote


 
I dont understand why the Borough councils which make up Teesside cant all become one Unitary Authority - Teesside Metropolitan Authority with powers for Planning, Transport, Infrastructure, Industry, Recycling and by-product disposal, Recreration and Leisure, Social services, Children and Adult Social Care, Community Services, etc. Combine the lot with a proportionate share of Councillor`s for each Borough within the Authoirty: Billingham / Stockton / Thornaby / Middlesbrough / Redcar.

The Authority will oversea development of the whole area - not as some public-to-private skam like the TVDA. The idea is to have some consistency and structure to planning short-term, medium - term and longer - term. The local authorities will keep local powers, but the responsibility will be shared across the Teesside Metropolitan Authority.

A unified approach for instance, to Transport Infrastructure and Sustainability" wouldnt depend on Houchen or one single person. Local people in each Borough know their needs best, but in an area as large as Teesside - progress is slow, disjointed and unsustainable. The public transport network has to be prioritised for the area, not just around Hartlepool Marina or from Teesside Park to Middlesbrough Bus Station. The Tees Valley Transport plan has lots of big numbers and bland statements about what the Mayor intends to do, but its marketing speak and bulschitt.

The public transport system in and around Teesside has been an embarrassment for decades. The begging bowl for a renewed Middlesbrough Station and an extension of the bus-stop, which is Stockton "Station" isnt good enough. A Unitary Authority which overseas all the current services provided by all the different councils would pool resources, offer greater scrutiny and provide more clout to improve and develop serious infrastructure and investment in the region. Houchen`s PR and fantasy Corporation should be binned ASAP.

The building work at Middlesbrough Railway Station was essentially completed 5 years ago. Ben and his construction industry cronies are "investing" an eye-watering £35 million of our cash just to replace the Cornerhouse Pub, and they're taking four years to do it. That's a gold-plated job if ever there was one.

Not bad for 2018. Admittedly the structure of the station - particularly the sand-stone foundations and facilities have been neglected for decades, but access in the meanwhile is appalling for those who have ambulatory or other physical needs. The Albert Bridge is a disgrace, dodging the pigeon schitt and the dark lights to enter the station from next the taxi-rank subway. Work is ongoing and the plastic sheeting surrounding the station tells us how wonderful its all going to be, but what good is that if the bus service from North Ormesby / Eston / Netherfields / Acklam [etc] is crap and people cant get to the station? Its great walking on the road dodging the cones and "closed to pedestrians" signs. Where`s the accountability for that? Wake up Teesside. Spoon -fed "jam tomorrow" for far too long.
