There are bars at the football, there are betting kiosks at the football, the game is a full contact sport and coarse language is sometimes used.
It's not a PG setting. There is a difference between a chant and football related go betweens and one to one threats of violence. There is a difference, it is different.

One is part pantomime, part punch and judy.. out of context it is a criminal activity. Don't try and pretend there is no difference.

CONTEXT - this guy didn’t just get out of bed and rock up to a complete stranger in town and threaten violence.

The reports differ for the different cases, this isn’t a one size fits all affair.

Nope. He wasn't in the bar or the kiosk in the same way he wasn't at a PG film (no idea why you brought that up.) So it's irrelevant.
It IS a one size fits all. One case. One conviction. No 'context' required.
He agreed he did it. The police agreed he did it. And he got convicted.
It really is very simple. Not sure why you're having difficulty with it?

They all pleaded guilty to charges they were presented with. They admitted to breaking the law
 
Harry the what if scenario is what the police imagined they would have done next, but the fact remains they didn't. They have been arrested and singled out from plenty of others who have used exactly the same words purely from reputation.
They didn’t get charged on what they might do next, they got charged on their actions and prosecuted on such actions

People who break the law should be arrested if it’s an arrest-able offence

We can take it that it was because:
1. The police arrested
2. The cps thought they had a case to present and likely conviction
3. They pleaded guilty
4. The judge convicted them

It’s not illegal to smoke and it isn’t illegal to be a man

A family zone.. as in not the entire stadium?

They serve beer at the cinema, guess that isn’t a family setting either
I wouldn’t expect children to be served at the bar or be allowed to see 18 rated movies. Do they have gambling kiosks in cinemas? Do they have more bars than food tills? Do they have gambling advertisements plastered all over and printed on all of the staff uniforms? No

So what. Does having beer for sale and being able to have a bet mean you shouldn't act respectfully?

Lots of shops sell sweets and lottery cards, restaurants are for families but you can still get a drink.

Why does going to a football match mean you can act like a complete chunt?

This sort of behaviour spoils the football experience, it doesn't enhance it. The more that behave this way being shown the door the better.
