Do you have a prediction as to what they would need to be for tier 2 and tier 1?

I reckon Tier 1 is probably out of the question to be honest.

From what I've read, it sounds like most places that were in Tier 1 pre-lockdown are going to be placed into Tier 2 and many places that were in Tier 2 will be moved into Tier 3. If that's correct, you'd still favour Teesside being placed into Tier 3 next week, despite the recent improvement in infection rates.

EDIT - to give an indication of the above, the following is the current rank of each of the Teesside councils (out of 342 local authorities in England):

Hartlepool - 15th highest
R&C - 23rd
Stockton - 32nd
Middlesbrough - 36th

So they're nearly all still in the top (i.e. worst) 10%, despite the fact that rates have reduced in the past 7 days.

Where would I find Hambleton's rate?

Ask and ye shall receive:

Hambleton - 148.5

Currently 202nd in the country. Below the national average for England (214.7).

As Bear says, it would probably be judged alongside the other North Yorkshire authorities.
Would be harsh to lump it in with all of North Yorkshire given the scale but nothing surprises me anymore. 😂
