I think it's probably fair to say that being placed in Tier 2 did little to reverse the growth in infection rates on Teesside. However, we already knew that, as the government had wanted to place the area into Tier 3 prior to the announcement of the national lockdown.

Given incubation periods, it's probably a little early to judge the effectiveness of the lockdown itself. Probably need to wait up to another 7 days to see if rates start to come back down.

That's also including social distancing, working from home, mandatory mask use. None of it seems to be doing anything.

We don’t know that they’re doing nothing. We don’t know what the situation would be currently had they not been in place.

In fact, given that few of those measures were in place for long (if at all) before the first lockdown, when growth was exponential, it’s probably reasonable to assume that they’re having some positive impact.

Doing nothing would look much worse with an Ro of 5.7, rather than R at 1 to 1.3. Having 15% of the population in non social distanced environmentment for 6 hours a day and then going back to their homes is the biggest question mark of how effective any lockdown can be.
