On a yellow, and scores in the last minute and takes his shirt off when he celebrates...obviously got a red, does he get banned for the next game or final, or both?

I've a vague recollection that it was originally to do with players not being ready for the restart.What is the origin of the rule? It seems totally pointless giving a player a booking for celebration.
I believe the team with 11 has to nominate a player to not be involved in the penalties.So I have a question here......imagine Liverpool equalized at the death and the game went to penalties. What happens to take account of the man sent off if it goes to sudden death? If it's level after 10 kicks each, would Liverpool automatically win it if they scored their 11th oo both teams only have to nominate 10 kickers (so the 11th kick is back to the "best" penalty taker for each team). Surely it can't lead to a scenario where Liverpool's 11th kicker is their goalkeeper and Man Utd's is their number one penalty taker?
