maybe, although most chelsea fans aren't from London anyway. They're all from the 'home counties', people from Bucks who want success instead of Watford and Wycombe, form the surrey commuter belts. From Berkshire who want a bit more glamour than the Madjeski stadium against Rotherham united.

They have a bank account, the report says they have a license for certain payments. Not sure how that will be governed and I'm sure there will be some difficulties in getting validation.....some suppliers may decide to withdraw because of the risk of not being paid.

Done the ground tour there about 6 years ago with my young son. We’re sat in the dug out having just left the changing rooms. The guide points out abramovichs seat in the opposite stand and says that after a big win he goes straight to the changing rooms to celebrate with players. I asked how he gets there thinking he has a secret tunnel or something like a Bond villain.
The guide says “he just walks across the pitch mate. He’s Roman abramovich. He can do what he wants”

The Governments reps would need to sanction every payment - depending on what their licence to trade is which on first inspection covers the players.
