It’s not stating it had any impact on the car, but one of the rules states you can’t touch a car in parc ferme conditions, which max unfortunately did. It’s a completely separate incident to Hamilton’s wing.But how can Max’s action (or not) have had any impact in Lewis car on the track.

It's you who is speculating. No sanction has been handed down yet last time I checked.That makes absolutely no sense. The fact is Lewis was found to have breached the rules and hence his car was illegally faster than the rest inc his team mate hence the fia sanction.
