This is either shocking neglect or corruption. I've mentioned this before, about 2 or 3 years ago, this is a transformation programme, not just a project. The aim (for brexiteers) is to deliver benefit to the country, not just a piece of paper that says, you are no longer in the EU.Good old liz truss

The vision and goals should be understood and documented for all transformation project and the potential impact and benefits must be defined, qualified, quantified and recorded so that we know what success looks like. This is Programme Management 101. A business Case for the transformation MUST exist right at the beginning and be adjusted as new external factors, opportunities and constraints emerge, this would include the assessment of risk as well as expected benefits. To fail to do this is a failure of management and governance of the highest order.
I said that prior to the vote, a business case existed somewhere, someone had an idea how this could make profit and benefit someone, if it wasn't made public, which it wasn't, then it wasn't the public that would benefit. I stand by that, the fact that Boris's deal doesn't have a publicly available assessment of the risks and benefits is either gross incompetence or gross corruption by using public office for personal benefit. The very evidence of this document not being available is shocking in itself.
