Because there is only one penalty of impeachment, to remove from office. So if he's not in office, it can't be doneThe vote to disbar future office would be done after impeachment and needs only a majority, not a 2/3rd majority like the impeachment vote.
As for impeachment after leaving office, why not? Just because he has 9 days left should not mean he doesn't face the consequences of this. If a felon went on the run, would that mean he wouldn't face the consequences of his crimes?
