You could argue that the people the leaflet is aimed at are not generally the party he represents... so i would see sending the leaflet in neutral colours as a genuine attempt at making sure that as many people as possible read the information, rather than trying to present it as "Our party have provided a rebate for you".

You and your partisan outlookThe information on it is probably helpful to some, don't really have any problem with him using leaflets as a way to pass on information some constituents may not know.
But it has been done in a very deliberate way to distance himself from the party and probably in way to ensure loads of people who may need the information don't just immediately throw it in the bin.
