Test and Trace Question

So it's in the news today that 5407 people provided 31794 contacts for our tracers to get in contact with.
Surely the number should be lower and it should only be people you live with on this list. This obviously isn't the case as I can't imagine each person lives with 6 others, and why would tracers be needed when the people you live with are supposed to isolate anyway.
Anyway my question is, does this mean that these positive people have broken any laws and by admitting being in contact with people are eligible for any fine/punishment?
I hope this makes sense as I'm just a little confused as the only person I'd be putting down if asked is my fiancee as she'd be isolating anyway.

Will include people you work with etc

Also think its fairly safe to assume alot of people have been breaking the rules

If I got it then I'd have to include my work colleagues, even though we practice social distancing, wear PPE etc.

If you practice social distancing why would you include them? Or is it not always possible?
In theory I wouldn't need to include them based purely on social distancing, but we do share a workplace and the same facilities so it's not just about the proximity but the possibility that infection could be spread by surfaces. If you've seen any of the reporting from places like Taiwan or South Korea then there are some fascinating insights into infection paths in workplaces.
