Not technically true. There is a tax applied over 50000, up to £60000 and then you don't qualify- I'm no Tory supporter by any means!
 
He came across more as smarmy than squirmy to me. Either way.....

I do imagine that means testing this kind of universal support would cost more to implement than just giving it but does anybody have why idea how much more at all?
I don't think cost is the only issue. Look at the backlogs in all sorts of things, passports, etc. I'm not convinced there are a load of people sat round ready to take this task on.
 
Some people don't pay 100% council tax on second homes, usually they are their holiday homes. They are not difficult to identify. I guess its just a button on a council spreadsheet. The same for overseas owners of UK properties.

The owners are properties that are rented out will not benefit as I imagine they are are not energy bill payer.
