Well, what is a realistic expectation for Spurs?
First 16 years of the PL, their best finish was 5th (twice), but they had 6 seasons finishing bottom half.
The last 15 years, they've been better: they've not finished lower than 8th, but have only finished top 4 on 7 occasions, and only in the top 3 on 3 occasions.
Like all fans, theirs will assume that their highest position is their natural place; everyone else will point out that is them at their peak, not their norm.
I'd argue that window of 5th-8th is about where I expect Spurs to be, but that will be heresy for some of their fans.
