Why is that, not a fan of democracy?

Have you seen how stretched councils have become, how many functions have stopped since we moved to central government taking over rate setting?

As an example of what happens when local authorities have a free hand to set rates:

Many parts of London have low council tax charges, particularly central London boroughs.

One reason is the high level of business rates collected as there are many paying businesses in a small area - relative to the number of residential properties.

It would be fairer to have a local income tax instead of council tax. Both Labour and Tories arer against this.

Some people on Teesside are paying £2,500 a year on a property worth £150,000 - paying more in council tax than income tax for example couple earning £20k a year each pay about £2,000 in income tax between them.

Previously Business Rates were collected locally but returned to central govt & then redistributed via grant to Local Authorities.

Under this regime Westminster & Wandsworth still competed to set the lowest Band D Council Tax rate. Westminster receive less in Council Tax than they spend on Adult & Children Services & are able to do so as they have additional income streams from rent, sales, advertising, licence fees & parking charges etc.

In 2015 the Conservatives changed it so that councils can directly retain some business rates, Westminster for example retain 5% of the business rates they collect, but their decisions to set low council tax rates are longstanding rather than directly linked to this.
 
yup.. dont know how they got away with it.. I though Clairville common was left for the people of MIddlesbrough for sporting activities.
Clairville stadium was old and falling down, required Millions spent on it, Mallon- who was mayor at the time decided that a new stadium was better and cheaper, so the stadium was sold for housing and the new Sports Village was built with the proceeds.

That’s what I thought happened. And it makes sense, really.
