You've obviously tied yourself up in knots here which I why you've decided to go for some attack based your incorrect idea that everyone you disagree with is a tory.
I apologise if you're a left leaning chap but it's the business dominated Conservatives that have introduced the measures,, obviously the fossil fuel lobby has more control over them than both manufacturers and sustainability interests. I know there was a big push against the regulations by the Green Lobby, it didn't end successfully.

I do however think that the business sector are the wrong sector to have a say. They'll want regs slashing and will risk safety and the environment for profit if they're given the chance.

Big business has a greater voice in government than the people…how can that ever be right?

Well thankfully Kier Starmer and the labour party finally look like they are going to grab the bull by the horns and fully reform the planning system so we can build the stuff we need/want. Hopefully they go through with it.
 
Who else is going to build the stuff that needs to be built? Even if it was the state was attempting building these things you would still have to weaken the planning system.
Take a look at the Private Eye vs Houchen thread if you think the planning system is too strong (particularly Weemoby's post today). Reform is needed but that's not necessarily the same as weakening.
