Teesside Park was basically subsidised to allow it to be more successful than the town centres under local authority control. The TDC was one of a number of measures taken around the country to undermine local authorities. The government of the day created these zones with little or no business rates while they themselves shifted business rates into their own coffers and set their high prices. The local authority hasn't set business rates for a long time.

Sometimes it's best to go back to the reality of what happened rather than this drivel about beggars etc. The increase in begging and other so called anti social behaviour has come about because of policy decisions made by the same scoundrels that created the TDC.

The bigger cities have beggars too, it doesn't put their shoppers off either.
