Rennes is the same, a few years ago the Mayor of Paris had a round up of “ undesirables” and put them on 1 way tickets out of Paris. I have no doubt it’s regularly repeated.

There is more a feeling nowadays that the world revolves more around "me and my needs" especially with more younger people. Its not totally so there are younger people that are sensitive of others, but its a broad trend. When I say people its anyone under 70. compared with say 40 years ago. Men tend to be worse than women, in fact I have noticed if you are polite during Covid, young women can be the ones that notice it most and you can a nice smile and a thank you.

Maybe you should be looking to the more desirable parts of the area. There is a significant and prolonged problem with older youths bullying younger kids in a couple of more affluent suburbs. Sad to say.
