Contracts were clearly signed.

It depends what's written in a heads if agreement. It could have wording that a contract will be agreed by [....] unless either party formally walks away from the undertaking.

I'd be stunned if any agreement is contractually signed for a league that will start in August of some undecided year with no financials in place.
