It depends what's written in a heads if agreement. It could have wording that a contract will be agreed by [....] unless either party formally walks away from the undertaking.You don't need to submit paperwork to leave something that doesn't exist.
Contracts were clearly signed.
I'd be stunned if any agreement is contractually signed for a league that will start in August of some undecided year with no financials in place.
