Mercedes do not seem like they can bridge the gap between Red Bull and themselves and Ferrari (when the car works and the strategy is right are closer in the development race to Red Bull.
2026 would see another big overhaul of regulations so would be a lottery, I think though reading between the lines that Lewis is just saying if Mercedes are not giving him a race winning car by 2025 he is going to roll the dice elsewhere.

Ferrari have recently been pretty incompetent in terms of strategy etcfor several years, even when they have a good car. I don't think that this partnership (if it happens) will end well, but I can see why Hamilton would want to try it in order to get that final WDC before he retires.
