How do you get away with a tax bill for that much, for so long?

I'm assuming she's got some sort of company, but in the case with my company we have to pay tax before the tax is even declared, then have to fight to get our own money back.

If any tax payment is late (through genuine mistake, or even HMRC error) they literally hound you until you pay, even for very small amounts. We've had them hounding us for 5k, when they owed us 80k, they're mental.

Thing is, she's been bankrupt once before also, so why has her tax bill been allowed to get that large/ in that much credit so to speak?

You are when you're negligent or if you/ a representative knows you're effectively trading insolvent etc. Somebody who has already been bankrupt once has no excuse for negligence and should have and be under tighter control than anyone else.
