It won't matter if he does. He'll bluster his way out of it either way.
The delay combined with the war in Ukraine means people have lost interest and/or don't see it as that important anymore.
In my opinion the plan was always to delay in the hope people lost interest. The war is just an unexpected bonus for him. Hard for the other parties to go all in on him now as he'll claim they're not focussing on bigger issues.
He's a slippery toad with more lives than a cat. Obviously helped by the fact he simply doesn't give a **** and neither do too many of the general public.
