I don't think anyone has claimed it does, but I'd say it does entitle them to take a short cut, if the only impact is it makes someones dog bark.

No, no one has claimed it does excuse them, I was just pointing a pet hate of mine which delivery drivers routinely do outside my house pretty much every day and is far worse than just nipping across someone's grass.
