Coburn’s goal - should it have stood?

Rules in football seem to indicate that for the ball to be out, all of the ball has to be over all of the line - not just touching, but not overhanging the line at any point. That's true for goals, throw ins, corners, goals kicks, penalties and everything. Therefore at corners just the slightest sliver of the ball simply has to be over the slightest sliver of the quadrant, and it's IN the quadrant.
I don't think anyone's disputing this - the point I'm making is it just seems to have become accepted rather than being clearly stated as a rule.

At one time the ball had to be in the quadrant, now it doesn't but how that's come about I don't know. The rules don't make any comment other than "The ball must be placed in the corner area"

There nothing anywhere (that I can see) other than the quote above as to where the ball should be.
