Chelsea will have been bought, or will have a buyer in place, by the time of the semi-final so the government will grant them a licence to continue trading as normal.

That's also a fair point, the semi-final is a month away, Abramovich may no longer be an issue by then.

Will Chelsea not get any tickets for the semi final, so Wembley will just have the opposition fans in?

Lots of empty seats at Wembley is asking for trouble. Especially when it's Chelsea.
