From their handling of previous cases I don't think the EFL have any particular rules on this sort of thing, they seem to just stumble about and make it up on the hoof.

For me, for every day they don’t pay what they owe I’d deduct a point. They’ll soon cough up. And it should be simple. You agreed to pay Liverpool for young Brewster. Pay them. If you don’t then you lose points. It’s the only way to stop them. Just pay what you owe FFS.
