It's not unsafe, it's just there's much less chance of death from Covid in that age range, so they're balancing the risk to reward.

It's an absolutely miniscule risk though, so I think they're daft to have done this the way have.
We're already going to be running short on AZ for the next few months anyway, so they could have just limited it to the older age brackets without spreading needless fear.
By the the time we get to most 18-30s, we should be swimming in vaccines with choice a plenty.
