You're right it could, but they are just as much victims of this crime as the innocents of Ukraine. A large proportion of the Russian Army is conscript, they are called up given some training on which end of the AK goes bang and sent to the conflict. Many who have been captured didn't even know they were in Ukraine and others thought that they were to be welcomed by their oppressed Ukrainian "brothers". Even the ones who want to fight have been lied to with tales of Russian "security" threatened, genocide, etc.

I said before the invasion would London survive without Russian money as it is so deep rooted within the city.
 
It might be deep rooted, I doubt it's less than 1%. That's a guess. I am sure there is a lot more dirty money than just Russian.

The current Tory party Ben Elliot has removed a page from his website. For about 10 plus years he’s been running what amounts to a concierge service for wealthy Russians both here and elsewhere. That info is no longer in his site.

That’s only one of the reasons that sanctions are not been slapped on those in the UK immediately.
Also the main reason for the allowance of time for them to offload assets. There is nothing in law, in fact, there is no way any lawyers can object to a client being sanctioned.
The Tories are so far into this corrupt and criminal quagmire, in fact some could be charged if it was exposed now.
So, no assets and cash….no charges or investigations.
