I thought Kazakhstan was mainly Asia too. Mind you I guess Türkiye is the same. Ans, as Teacider says, Kazakhstan is so big (it'sa tenth of the size of the whole of Europe!) that 5% of it being in Europe still make it bigger than, say, all of the nations in Group L (assuming France don't make it).

Council of Europe, a full member of the
European Commission for Democracy through Law (Venice Commission), a member of the
European Higher Education Area, the
Union of European Football Associations (UEFA), etc.
