What would the dictator's army gain by bombing a station full of people?

I was going to say 'why?' but that's obviously because they are evil.
But what are they gaining by bombing people fleeing who would not be fighting them?
Surely allowing those not defending Ukraine to flee would mean they would only have the defending army to fight??
 
The Germans in WW2 would dive bomb roads filled with fleeing refugees to cause chaos and panic and blocking the roads caused disruption to any attempt by the allies to mount counter attacks.

It is possible that they didn't target the railway station at all. The missile used is hugely inaccurate the "Tochka-U" is, according to weapons experts, only accurate to about 0.5km. It is also possible that the missile was downed by Ukranian missile defence systems.
 
To fulfill a narrative that's it's the Ukrainian government doing it to their own people.

To see how far he can push the West. It's f*uckin evil.
 
And hopefully Ukraine had no Military personel or armaments in this area, making it a target.
