I think it's fairly obvious that vaping is better than cigarettes in a like for like scenario.
The issue arises from people starting vaping that wouldn't have started smoking cigarettes, especially if in future years we find out that vaping isn't harmless.
Around my age group (late 30s) smokers were already a minority and being seen smoking was no longer cool. It seemed like smoking would become a thing of the past over time. I remember the smoking ban and how much better it was once you stopped stinking of smoke just because you had been in a pub/club. When I go out now I see far more young people vaping than would have been smoking. It's impossible to say whether that demographic would have started smoking cigarettes if vaping wasn't an option anyway. Things go in cycles so if young people thought it was cool again then usage would have risen again.
