Won’t be announced until tomorrow at the earliest so it will feature in next seasons FFP, and not the season just gone. The next cycle starts tomorrow. If I understand it right, it will give us greater flexibility with spending over the next season or two.

He was given extended leave until tomorrow (4th July). Therefore I’d expect him to be a Spurs player before then. Their pre-season starts tomorrow and I’m sure I read they were going to South Korea, so you think they’d want him to be part of that. Can’t see him turning up tomorrow though if the deal isn’t done before then.
