The actual meaning when reports say a club has enquired about a player?

During the transfer window it always get reports in the papers and on social media that a club has enquired about a player, but what does that actually me?
I am assuming that there is quite a few scenarios how this could happen.
Could it be as simple as the club has identified X amount of players who would fit a certain role so a club representative speaks to the players representative to find out if the player is available and would they be interested in talking to the club.
Another scenario is that a players representative is trying to drum up interest in player so they get in touch with a club and says there there client is available and is interested in speaking to club A, so club A asks how much would he be available for. The players representative goes to club B and says Club A is very interested in my client. This in turn gets leaked to the media to hopefully drum up more interest in the player.
I suppose clubs do it to a certain degree also they have a number one target but to try bring the value of the deal down so they enquire about a similar player or leak interest in another player to give them a bargaining tool to say we can pay this amount but we have also have had talks with another player who is very interested and would be cheaper.
This is all just pure speculation on my part, but I have been thinking why it seems every transfer window we are reported as interested in or made enquiries for 100s of players. I could be completely off with this one, so if anybody has any knowledge or better theories on this then please correct me.

Thank you for the explanation, but why the "That's it" after every sentence? It comes across as a bit rude and condescending.
