Saka penalty

Saka makes a conscious effort to go out of his way and direct his leg into Neuer. No penalty for me.
That's exactly how I saw it. Why would his right leg be out like that for any other reason than to initiate contact.

The Elliot one was very similar. No contact and Elliott initiated it after his dive.

I'm a binary world I would say no penalty for either of them but because they are subjective decisions then they could go either way (incorrectly in my opinion but that is just an opinion and not a fact). Because of that VAR was correct on both occasions not to overturn them and also wouldn't have overturned them if the onfield decision was the other way around.

Remember that VAR is there to intervene when there is a clear and obvious error. The subjective nature of both decisions means there is no clear and obvious error made.
