New policing bill: Criminalising traditional fan behaviour?

This could be a serious problem for Football fans - Amanda Jacks from FSA blogging about why the new bill could criminalise fans for simple things like walking to the match in a big group, fans singing and chanting in the streets or spilling out of pubs onto the street.
Any action that could be interpreted as "serious distress, serious annoyance, serious inconvenience or serious loss of amenity, " could lead to banning orders and criminal convictions.
Amanda does tell us that "the Joint Committee on Human Rights has concerns about the Bill and is inviting submissions allowing people and organisations to articulate their own concerns ahead of the Bill proceeding through Parliament."

I can imagine a traditional walking route to the ground being stopped because of this bill if someone is annoyed by the noise.

You`ll eventually all be funnelled to the ground through a police designated route, failing to comply.......you're banned
 
Fans singing in the street can be intimidating for non footballer goers and is used to goad other fans which in turns cause violence. Don’t see the issue
 
Over the last year it’s been, at times, illegal to have a cup of a coffee on a park bench, on your own. Can’t say stuff like this shocks me. I’m not saying it’s all part of a big conspiracy but society is really tying itself in knots at the moment with what should be “allowed”.
