It's called 'Bikeability' now.As road users they would be better aware of how to behave for a start. Sometimes it's small things at very low cost which produces the most benefit. They used to do cycling proficiency tests in schools when I was a lad, and perhaps if the clown in the video had done one he would have thought twice about endagering his own life the way he was.

A bikeability test is primarily about the safety of the cyclist.

I have no idea what the lad was thinking, he clearly has no idea of hazard perception.It's about this, and being aware of other road user and understanding that roads are dangerous places. Don't try and make out it is just the drivers fault, the lad is not blameless.Do you really think that he was doing this because of not doing a cycling proficiency course?

even with the assumption, the driver knew the lad was there. The driver thought he could get past and the bike swerved a bit.And you shouldn't be cycling if you think the lad's behaviour was ok.
Most agree that the driver was in the wrong but too many are making out that the cyclist shares no part of the blame, despite has lack of lights and easy to spot clothing.
You're also all assuming that the light you get from the camera shot is the same as the light the driver would have had, it isn't.
I haven't sided with either party involved and suggested in my first post that neither are blameless. I also suggested(by implication) that better road awareness through training and re-testing may reduce these sort of situations arising. I think some of the blame should be directed at the nutcases who allow untrained people to ride on the roads.It literally is just the driver's fault though.

Of course the cyclist has to accept a big chunk of the blame. But the car driver shouldn't have hit him.
